Why the Queen doesn’t need a passport or have a driving licence

Unless you’re the Queen of England, preparing for foreign travel nearly always includes a last-minute rush to find one’s passport.

Unlike many of the Royal Family’s laws and regulations (such as the legislation requiring Prince Harry to obtain permission from his grandmother before getting engaged), the rationale for this is fairly straightforward.

According to the British monarchy’s official website:

The Queen does not need a British passport while going abroad. The Royal Arms appear on the cover of a British passport, and the first page has another depiction of the Arms, along with the accompanying text:

“Her Britannic Majesty’s Secretary of State requests and requires in the name of Her Majesty all those whom it may concern to allow the bearer to pass freely without let or hindrance and to afford the bearer such assistance and protection as may be necessary.

“As a British passport is issued in the name of Her Majesty, it is unnecessary for The Queen to possess one.”

In Commonwealth nations where the Queen is Sovereign, a similar formula applies. The “request to all whom it may concern is made in the name of the realm’s Governor-General, as The Queen’s representative in that realm. In Canada, the request is made in the name of Her Majesty by the Minister of Foreign Affairs,” according to the website.

However, a passport isn’t the only formal document that the Queen never needs.

Because they are also issued in her name, the 95-year-old has never obtained a driver’s license.

According to TIME, the Queen’s cars do not need a license plate. The Queen is also immune from prosecution, but we’ll probably never have to worry about that. “Although civil and criminal proceedings cannot be taken against the Sovereign as a person under U.K. law, the Queen is careful to ensure that all her activities in her personal capacity are carried out in strict accordance with the law,” according to the Monarchy’s official website.

Her Majesty’s lack of a license plate on her vehicles does not keep her off the roads, as she is still seen driving after acquiring the ability at the age of 19.
